Issue #14 Verification-Scaling Closure

Selection and scope

Issue #14 was unassigned, had no open pull request, and had no current local or remote issue-specific branch. Active repository work at selection time targeted #46, #57, #79, and #84 instead.

The issue already had substantial components: the RWVB controller, temporal seeded-defect benchmark, independent-verifier schemas, correlation experiments, and measured partial-oracle evidence. The missing closure artifact was a direct comparison of all seven required verification modes and a requirement-level synthesis.

Implementation

E022 adds a deterministic seven-mode matrix over one matched hidden-defect stream. It measures verified-useful throughput separately from simulated acceptance, escaped defects by class, verification cost, synthetic human attention, queue/wait behavior, and fanout response. Tests enforce seeded replay, matched fixed-policy streams, the no-verification accounting boundary, risk escalation, bounded backpressure behavior, result completeness, and no integration authority.

Decision

Close #14 as the completed Phase-0 architecture and synthetic verification- scaling experiment. Do not claim production validation. Real task timing, hidden-test outcomes, and measured reviewer minutes remain later empirical work under the repository’s existing real-task programs.

Community impact

Contributors can now see the entire issue requirement matrix, reproduce one compact experiment, and identify the specific evidence boundary without reconstructing nine historical experiments or mistaking generated volume for verified throughput.

AI/tool provenance

Codex implemented and exercised the matrix, generated the reference summary, and prepared the evidence synthesis. Before review, the matrix self-test and 16 focused tests passed, as did 394 repository tests and 25 interop tests (two optional-dependency skips). The 20-seed reference artifact has SHA-256 074934de6f15eb60b28a6ad5a1ade3f8760a53b6343235290eaf333f01872ca4. GitHub exact-head checks remain required before integration.
