The project owner asked whether the whole-system audit, the preceding project chats, and the final limitation about GitHub branch/ruleset mutation had all been propagated into the repository. The owner also requested that any action that cannot be performed through the connected GitHub surface be represented as an issue so it can be completed later by the repository owner.
IDKMesh preserves substantive project conversation content as public repository artifacts: conversation records, decisions, findings, architecture notes, issues, pull requests, experiment records, and canonical documentation.
This should not be interpreted as a guarantee that every historical chat sentence is copied verbatim. The repository intentionally stores structured, durable project knowledge rather than raw private reasoning or unnecessary transcript duplication.
For this audit sequence specifically, the repository now contains or proposes:

A duplicate issue was deliberately not created. Instead:

It should create or update a public, bounded, owner-actionable task with explicit acceptance evidence.
This is an instance of the External Witness Gate: repository documentation about protection is not equivalent to externally enforced GitHub protection.

That is not unfinished repository bookkeeping. It is the point of the handoff invariant: the project must visibly distinguish repository-side preparation from external enforcement actually being enabled.
