Continue the branch-management work and proceed with the smart branch-to-main algorithm.
The earlier design PR #204 completed its dedicated Branch Convergence Audit successfully, but another concurrent repository session closed it as superseded by executable PR #205 rather than merging two overlapping branch-governance lineages.
PR #205 is the stronger canonical candidate because it adds an executable tools/branch_merge_planner.py, deterministic fail-closed tests, a transactional branch-to-main execution plan, and integration into the existing read-only Branch Convergence Audit workflow.
Its machine authority remains deliberately bounded:
direct_branch_merge_allowed = false
merge_authorized = false
By the time this continuation inspected #205, its branch was stale relative to rapidly advancing main. The repository’s own convergence rule therefore applies to the convergence tool itself:
stale useful branch
-> identify exact useful delta
-> create fresh branch from current main
-> transplant only reviewed useful blobs
-> rerun CI and branch-planning evidence
-> integrate through a normal PR if all gates pass
The seven commits that advanced main after #205’s base did not modify any of #205’s six changed paths. Therefore the replacement branch can reuse the exact #205 file blobs without semantic rewriting while retaining all newer mainline work.

This continuation does not create an autonomous merger. The planner is advisory/shadow-mode decision support. Final integration still requires an exact-head PR, green checks, current evidence, any required independent review, and explicit integration authority. main remains unprotected, so stronger autonomous merge behavior is intentionally out of scope.
